Why this one is listed but not a check
This is a workflow a person runs, not a property of your site that can be measured. Outreach and digital PR are work, and no crawl can tell you whether you did them well.
It sits in the catalogue because the category would look artificially complete without it. It will not become a check, because it is not one.
